Hospitals cut pay, freeze hiring after years of growth - Portland Business Journal:

xoqylyjibo.wordpress.com
and Clinics, Providence Healty & Services and Legacy Health System have all slowed or frozejn some categoriesof hiring. Statewide, hospital and related out-patientt employment fell by 800 through During the same period ayear earlier, hospitales created 400 jobs. The losses are relatedf to the state’s 12.1 percent unemploymenr rate. People who lose a job and the accompanying health insurancse are more likely to postpone medical Even nurses, pharmacists and other in-demandf specialists say it’s taking longer to find There are no signs of the job outlooko improving.
Hardest hit among Portland-area employers is which cut 180 jobs from its hospital and clinics in Decemberrand January. “We had hired in anticipation of growth,” said Pete Rapp, executive vice president and executive directorof OHSU’a health care programs, which account for 5,300 full-time equivalencies, abour half of the university’sx total payroll. Instead of the 5 percent hospital admissions growtbOHSU forecast, admissions are up by less than 1 percenr this year. Investment losses exacerbatef the revenue shortfall at but other hospitals are experiencing similae declines even without theinvestmentf hit.
Across Providence’s six Oregon hospitals, admissions are down 2 percenytthis year. Uncompensated care is up 15.5 “In January, we put in placse what we called ‘the hard freeze,’ when we took down our job saidTerry Smith, chiefr operating officer of Providence Providence has 13,255 full-time-equivalent employees in Oregon, 640 below budgetesd levels. The hospital is hiring but cautiously, and is not filling all The nonprofit has hired about 350 peoplr in thepast year.
Most of the hireds are tied to off-site Providence opened its Tanasbourne clinic earlierthis year, will open a Vancouverd location by the end of April, and is nearingt completion on a Happy Valleyu site. Though demand for thesed clinics’ outpatient services remains up, Providence is concernee about outpatient slowing as unemployment continuexto climb. Legacy has hiredr close to 400 people in the past year to accommodate similar patient growth, but Legacy’s current employment levels, at are far below plan, said Sonja human resources vice president. When patieng volume is low, Legacy now sends workers home mid-shiftg or eliminates shifts completely.
And salaries have been frozennfor Legacy’s 130 top employees. The health groulp is also carefully examining each opening and choosint not to replacemany non-clinical Steves said. “The easiest way to save monegy is by holding back on hirinv and looking at decisions jobby job.” Similar scrutiny is being applied across the statd as patient volumes drop. Hospital occupancy ratesz dropped 3.3 percent in 2008, according to the Oregon Association of Hospitals andHealth Systems. “Consumers are postponinvg elective procedures and not accessingy health care ifthey don’t have insurance,” Steves said.
Meanwhile, a growinb share of those who use hospitals do not paythei bills. Unpaid care climbed 12.1 percent to $982.3 million in Oregon last year, and has climbef by more than 10 percenr each yearsince 2000. With expensesx up and income down, a hirin g slow-down may be inevitable. But the staffing crunch can’t last industry insiders say. Though some nurses have postponer retirement by a few years because of their owneconomic uncertainty, a national shortagd of trained nurses remains, and aginfg baby boomers will inevitably drivse up demand for hospital services. In the shorg run, however, there’s no clear solution to hospitals’ financialk shortfalls.
“The increase in the number of people who cannoty pay their bills isthe No. 1 driver for increaseds in our charity and bad debt said Smith. “That goes back to the growing unemployment rate and the growinyuninsured population.”

Stirling Energy Systems expands its offices as solar efforts ramp up - Washington Business Journal:

manuscripts-shuwatu.blogspot.com
The Scottsdale company, which received a $100 milliomn investment last yearfrom Dublin-based NTR plc, is moving quickly to capture a segment of the utility-scaler solar market with its Stirling engine technology. The compant opened its new 37,000-square-foot office in early May. It has hired about 100 employees this year and expects to add 60 to 80 more by the end of the for a totalof 180, said CEO Steve who joined the firm last year as part of NTR’ds investment. “We’ve always liked the solar and this was agood opportunity,” he said.
The company is basedr on a nearly 200-year-old engine which operates through the expansion and contraction of Stirling usesa 40-foot mirroree dish to focus the sun’s rays to heat hydrogen gas to 1,40o degrees Fahrenheit. The gas expands, moving a pistonb and poweringthe engine. As the gas cools, it is movee out of the piston chamber and back to wher e it will be reheated bythe sun. The companuy had been operating in the Valleysincs 1996, but NTR’s investment has pushed it to develop the technologuy more quickly. It has two power-purchase one with San Diego Gas Electric for between 300 and 750 megawatts at a site inImperiapl Valley, Calif.
, and one with Southern Californiwa Edison for 500 to 900 megawattsd in the Mohave Desert. Cowman said it’w adding positions of all types, from engineerint to construction, to meet its growth curve. To handl project management, NTR founded Tessera Solarr earlier this year to developthe utility-scale with Stirling providing the Ramping up both projecg development and construction has required capital and people to serve what the companyh believes will be one of the largesy solar markets in the world, said Jim Barry, CEO of NTR. “Wed believe the U.S. will be the global leader in renewable and that will happen in the next few he said.
NTR, founded 30 years ago to operatre Ireland’s toll roads, has expanded into a numberf of renewable energy andrecyclin efforts. Stirling’s technology — which offers an alternative tophotovoltaic systems, as well as a differentf take on concentrated solar power has a good base in Arizonsa that can serve markets throughouy the Southwest, Barry said. In additionj to hiring, the company is looking at potential sites in the Valley to housea 60-dish, 1.5-megawatr test location. The company has a smalo site at the Sandia National Laboratoriesin Albuquerque, but is hoping to find a largeer site to provide a location to bring clients.
It has run into challengesx securing local permits for a site and finding a location that can be tied into theelectric grid, officials said. The company could be a boon for Arizon a in more ways than simplyprovidingh power. It is using auto component suppliers to buildd itsengine parts, and officials are talking with those suppliersx about the possibility of locatingb facilities in the Southwest to handle the bulk of Stirling’sw projects, at least for the first few Cowman said. “If you can build your manufacturing close to yourend that’s going to benefit everyone,” he said.
Stirling is one of the solaf companies that could providde a base for other manufacturers to land inthe Valley, said Barryy Broome, president and CEO of the Greaterd Phoenix Economic Council. “Thixs is a good example,” he said. “It’z got a small number of people and it hopes to and it could help its suppliersrelocatew here.” Stirling’s expansion in Arizona depends on state Other states are offering manufacturing incentives, and Arizona’s efforrt to develop such enticements is mired in budgeft problems. “We really want to grow our busineszsin Arizona, but we need those incentives,” Cowmanh said.

Burgess: Property tax losses

iwyqaxewun.wordpress.com
The Miami-Dade County property appraiser released its preliminaryt tax rollinformation Monday, with all four taxing jurisdictionss – fire rescue, library, the unincorporated area and Miami-Dade overalp – seeing a decline. The countywide decrease comparing preliminary tax numberas from year to year shows a 9percent decrease, or a totalp of $22.55 billion.” “These losses would have been worsw if not for new constructiojn that was added to the property tax roll as of Jan. County Manager George Burgess said in a memo sent to county North Bay Village took thebiggest hit, down 20.2 percent from 2008 levels. Homesteaxd saw an 18.
2 percent decline, followed by Normand y Shores, down 17.5 percent, and Aventura which was down 17.3 Golden Beach and the tiny city of Islandiqa sawno change. Medley saw a 1.5 percent drop while Biscayne Park saw a 4percengt decline. Click for the full list. Staffers reviewede property tax rolls going back to 1985 and founed that 1993 saw taxable value shrinkby 2.9 percent, or $1.9 “Even in 2008, when we absorbed the impact of doublin g the homestead exemption from $25,000 to the property tax roll was relatively flat,” Burgess explaines in the memo. “These losses in propertgy tax roll valuesare unprecedented.
” Burgess warneds of a lot more pain on the horizon, using the last two yearsa as a barometer of what is coming. For the seconds consecutive year, Miami-Dade facedc a $200 million budget gap in the lastfiscap year. Core services were kept intact by tightening but assuming the same tax rate adopteefor 2008-09, the estimated ad valorem revenues for fiscal year 2009-10 would shrink by $174.1 according to the memo. Taking into account the impac t of normal inflationary growth and theeconomic slowdown, combined with the non ad valorekm revenue sources, results in property tax subsidizec operations facing a budget gap of $350 milliob to $400 million, Burgess said.
“We are workingg diligently to prepare a proposed budget forFY [fiscal year] 2009-10 that to the extent preserves essential services and minimizes service impactsd to our residents,” he wrote in the “However, closing a budgetary gap of this size will require some very difficultf decisions.”
